Los Angeles County’s Charge4All program provides Level 2 EV charging hardware and software installed at no cost in multifamily properties for 10 years. We are seeking multifamily property owners interested in offering EV charging to benefit their residents and help advance the shift to EV!

Eligibility
Multifamily properties with 50 units or more in LA County: Los Angeles, Orange, Riverside, San Bernardino, Santa Barbara, or Ventura counties.
50% of the properties must be in *disadvantaged communities.
Preference to be given to multifamily properties with enclosed, secure parking locations.

The Charge4All Program is a collaborative initiative involving Los Angeles County, GreenWealth Energy, and USGBC-CA. GreenWealth Energy serves as the program’s owner, operator, and installer of Level 2 EV chargers, responsible for maintenance and operation for a minimum of 10 years at multifamily property sites. USGBC-CA is a community partner, leading outreach and engagement efforts to ensure equitable implementation. The program is funded by the California Energy Commission’s REACH 2.0 grant, which covers project costs.

The Charge4All Program provides eligible multifamily properties with no-cost Level 2 EV charging infrastructure, including hardware, software, and installation. The program covers the following expenses: equipment, installation, and 10 years of operations and maintenance. Property owners receive a share of the charging revenues after deducting electricity and maintenance costs. Residents, vendors, and guests will be charged for using the chargers, with rates set as low as possible and lower than public EV charging prices.

Property owners can apply by submitting their property information to GreenWealth Energy here. The data submitted will be used exclusively for the Charge4All Program and will not be sold or used for any other purpose. To qualify, properties must be multifamily residences with at least 50 units and located in Southern California, including Los Angeles, Orange, San Bernardino, and Riverside Counties, with a preference for those with 50 or more units. The program prioritizes multifamily properties in disadvantaged and low-income community census tracts (DACs and LICs), identified using the CalEPA’s SB 535 CalEnviroscreen tool.

The program will operate for 10 years, during which GreenWealth Energy owns and maintains the EV chargers. After the initial 10-year period, GreenWealth Energy may explore options to renew the agreement, transition ownership of the chargers, or update terms with the property owner.

Yes, both DAC and non-DAC multifamily properties can qualify for the program. However, the program prioritizes multifamily properties in DAC areas, with at least 50% of the chargers installed in these communities.

The program provides community-use Level 2 charging stations in non-assigned parking stalls. These chargers are accessible to all residents, vendors, and guests and offer faster charging speeds than standard Level 1 chargers. They are ideal for multifamily properties for overnight charging or anytime they’re needed.

The installation process begins with a site assessment by GreenWealth Energy to evaluate feasibility and electrical capacity. Next, a detailed installation plan is developed and submitted by GreenWealth Energy for necessary permits. Once approved, qualified professionals install chargers and supporting infrastructure. After installation, the chargers are activated and tested to ensure they function correctly. GreenWealth Energy then provides property owners with instructions and support resources to ensure the smooth operation of the charging stations.
